Man tries to trade seats with passenger, arrested for driving while impaired by drugs

On August 11, 2026, at approximately 2:23 a.m., New York State Police at Homer arrested an Oswego man following a traffic stop.

While monitoring traffic on Interstate 81 in the town of Preble, Troopers observed a BMW sedan traveling northbound at a high rate of speed and initiated a traffic stop. 

While approaching the vehicle, the Troopers observed Travis R. Walcott, 31, of Oswego, attempting to move into the passenger seat, while a 36-year-old female was attempting to move from the backseat to the driver’s seat.  

Walcott was asked to exit the vehicle and a Trooper observed characteristics associated with impairment. Walcott was asked to perform Standardized Field Sobriety Tests, which confirmed impairment.  Troopers also discovered that Walcott’s driver’s license is revoked. 

Walcott was arrested and charged with: 

• Operating a Motor Vehicle While Impaired by Drugs, a misdemeanor

• Obstructing Governmental Administration in the 2^nd degree, a misdemeanor

• Aggravated Unlicensed Operation in the 3^rd degree, a misdemeanor

The female was not charged. 

Walcott was processed at SP Homer and issued appearance tickets returnable to the Preble Town Court on September 8, 2026.
