State Police arrested Argyle woman on multiple animal abuse charges following investigation

On August 9, 2026, State Police arrested Carol L. Kiaer, 72, of Argyle, NY, for Endangering the Welfare of a Vulnerable Elderly Person, or an Incompetent or Physically Disabled Person 2nd, and twenty counts of New York State Agriculture & Market Law 353- overdriving, torturing, and injuring animals; failure to provide proper sustenance.
On August 9, 2026, at about 1:17 p.m., troopers received the report that numerous dogs were being kept in unsafe and unsanitary conditions within a home in Argyle. Troopers patrolled to the home where they observed 20 dogs living in unsanitary conditions without immediate access to food and water. Some of the animals were in cages containing excessive amounts of feces and urine with inadequate ventilation. In addition, an elderly individual was located in the home in need of immediate assistance due to mobility issues, which the troopers provided. They were safely removed from the home, and all the dogs reportedly owned by Kiaer were seized and turned over to the care of the Argyle Animal Control Officer.
Kiaer was arrested and transported to SP Granville for processing. She was issued an appearance ticket returnable to the Argyle Town Court on September 15, 2026, and released.
