I-90 Traffic Stop Uncovers Fugitive Wanted for Murder & Assault

Portland, NY — What began as a routine traffic stop in the early morning hours of September 24 turned into a major arrest when New York State Troopers discovered the driver was a wanted murder suspect.
At approximately 2:35 a.m., Troopers out of SP Dunkirk, Troop T, observed a 2024 Nissan Versa traveling westbound on the I-90 in the town of Portland at a speed over the posted limit. After stopping the vehicle, Troopers identified the operator as Terrene L. Biggs, 25, of Warren, Michigan.
During the course of the investigation, it was determined that Biggs was wanted on multiple out-of-state warrants, including an active warrant issued by the City of Rutland Police Department in Vermont for Murder in the Second Degree. Authorities also confirmed an additional warrant from Florida for Assault.
In addition to the outstanding warrants, Troopers discovered Biggs was in possession of suboxone, leading to an additional charge of Criminal Possession of a Controlled Substance in the Seventh Degree.
Biggs was arrested without incident, processed at SP Dunkirk, and later transported to the Chautauqua County Jail for centralized arraignment. Officials confirmed he will remain in custody pending extradition proceedings to Vermont to face the murder charge.
The New York State Police emphasized the significance of routine traffic enforcement in uncovering larger criminal activity. “This is a reminder that even a simple speeding stop can lead to the apprehension of dangerous fugitives,” a spokesperson noted.
The case remains under coordination between New York authorities, the Rutland Police Department in Vermont, and Florida law enforcement.
