Ticonderoga man charged with Welfare Fraud following a SNAP benefits investigation

On June 8, 2026, New York State Police charged David C. Hanley, age 54, of Ticonderoga, with Welfare Fraud in the Third Degree, Grand Larceny in the Third Degree, Falsifying Business Records in the First Degree, and Offering a False Instrument for Filing in the First Degree.

On June 4, 2026, at approximately 3:33 p.m., members of the New York State Police received an investigative packet from the Essex County Department of Social Services Welfare Fraud Unit regarding suspected welfare fraud.

An investigation determined that Hanley submitted multiple Supplemental Nutrition Assistance Program (SNAP) applications containing false information by failing to accurately report rental income. As a result, he received approximately $4,275 in benefits to which he was not entitled.

Hanley was arrested and transported to SP Schroon Lake for processing. He was arraigned in the Town of Ticonderoga Court and released on his own recognizance.
